2022年5月16日，史提芬·艾伦·永利被美国司法部起诉，理由是曾代表中共前公安部副部长孙力军游说特朗普政府将异见人士郭文贵驱逐出境。司法部曾三度要求永利按照《外国代理人登记法》将自己注册为外国代理人，但均遭到拒绝。司法部称，本案是三十多年来第一起此类案件。此案被国际媒体争相报道，此前那些被中共收买的主流媒体，对引发该案的郭文贵先生的报道描述，再也不能任意诋毁，态度已明显趋于中立。
永利是世界首席赌王，和川普有着不同寻常的关系，但媒体对永利案关注的焦点，完全集中在郭文贵这个神秘人物和背后美中两个大国之间重重的政治黑幕。永利2016年资助时任共和党总统候选人特朗普的竞选活动，多次为共和党捐款，被特朗普称作“了不起的朋友”。身为美国共和党全国委员会财务主席的永利，在2017年6月下旬至8月多次受孙力军的直接委托，利用他与特朗普及其家属的密切关系，连续游说特朗普将郭文贵驱逐出境。参与游说活动的还有特朗普的朋友、前共和党顶级筹款人埃利奥特·布罗迪（Elliott Broidy）等人，布罗迪承认收取中共巨额游说酬金并已认罪。
媒体对永利案的报道普遍认为，永利为了拿到价值连城的澳门赌场新牌照而效命于中共。实际的交易内幕更加复杂，比如习近平通过孙力军向美国承诺，作为遣返郭文贵的条件之一，同意配合接收美国遣返 6万非法滞留美国的中国人，还把金正恩家族的DNA样本全部送给美国，等等。当特朗普决定遣返“强奸了所有人”的郭文贵时，孙力军立即致谢永利，称“习近平主席很高兴特朗普总统取消郭文贵的签证并遣返他。”由于时任白宫首席战略顾问班农和美国司法部长塞申斯等高官的极力反对，特朗普不得不收回遣返决定。纵观历史，由两个大国的最高领导人合力遣返一个商人，而且失败了，确实是一个奇迹，说明美国权力系统任何时候都有头脑清醒的精英在守望着美利坚，也表明郭文贵的能量非同凡响。
