A group of experts led by Professor Larry Tribe came to this conclusion, writes New York Times columnist Bret Stevens.
“The IEEPA expressly states that the President may investigate, block, regulate, direct, and compel, revoke, prevent, or prohibit the transfer of property. This authority refers to the transfer of "any right, authority, or privilege" over property in which a foreign country has an interest and is under the jurisdiction of the United States," the panel's report said.
American presidents have already resorted to this practice. For example, after the invasion of Kuwait, George W. Bush froze Iraqi assets in the United States and transferred them to the UN Commission for the Victims of Saddam Hussein's Aggression.

DTEK energy workers helped restore a substation in Kherson, which was damaged after the explosion of the Kakhovka hydroelectric power station
Just like last fall, after the de-occupation of the Kherson region, DTEK energy workers helped local electricians in restoring the energy infrastructure.
Together they resumed operation of the high-voltage power line, which made it possible to power critical water supply facilities and supply water to Kherson residents.
They also put into operation a substation that had not worked for a long time due to flooding after the explosion of the hydroelectric power station.

FRENCH MIRAGE-2000 FOR UKRAINE
Agreement for Ukraine to obtain Mirage-2000D ground attack versions has apparently been made.
France has been training Ukrainian pilots quietly for months.
The D version is specifically designed for ground strikes and they’re undergoing a mid-life upgrade to fully modernise them.
These are capable of launching a whole suite of ground attack systems including ScalpEG/Storm Shadow and Taurus, laser guided bombs and HARM type weapons.
Equipped with the latest NATO standard battlefield comms integration datalink, (LINK16), they can report battlefield operations back to commanders and be rapid updated on potential targets. These are also completely compatible with the F-16’s.
Mirage-2000D’s mid life refit includes major air to air upgrades. The D was a variant developed from the 2000N tactical nuclear delivery variant.
How long? Who knows? For Ukraine it can’t be sooner enough!

An 8-year-old boy, who endured 45% burns as a result of a Russian missile attack last year, has returned to Ukraine.
During the missile strike on the center of Vinnytsia on July 14, 2022, Roman's mother was killed by the Russian missile, and the young boy himself sustained burns covering 45% of his body. Roman was transported to Lviv in critical condition, with doctors unable to provide any guarantees regarding his survival or the feasibility of transporting him abroad. It took several weeks to stabilize the child's condition, but eventually, Roman was transferred to Dresden for treatment.
In Germany, the child underwent multiple surgeries each week, including skin grafts, removal of debris, and excision of dead tissue. A year later, Roman and his father have returned to Ukraine.
While Roman's life is no longer in jeopardy, he must wear a special compression mask to minimize scarring on the burn sites. As he grows, the scars will require further attention to ensure they do not cause pain or restrict mobility.
🇺🇦 Sites in Kyiv and Lviv have been added to the UNESCO List of World Heritage in Danger, — The Committee on Humanitarian and Information Policy:
🔹 On September 15, the UNESCO World Heritage Committee, which met in Riyadh, Saudi Arabia, approved the inscription of the sites "Kyiv: St. Sophia Cathedral and Adjacent Monastic Buildings, Kyiv-Pechersk Lavra" and "Ensemble of the Historic Center of Lviv" on the List of World Heritage in Danger of Destruction caused by russian aggression.
🔹 The inclusion of Ukrainian sites on this List provides the state with additional legal arguments to collect evidence of russian aggression against Ukraine's cultural heritage.
🔹 In general, the UNESCO World Heritage Committee notes that in order to fully guarantee the protection of the outstanding universal value of a site, the optimal conditions are no longer met and it is potentially endangered by war. These sites are also vulnerable to shock waves caused by russian bombing.

The opposite happened. He wanted us to sign that promise, never to enlarge NATO. He wanted us to remove our military infrastructure in all allies that have joined NATO since 1997, meaning half of NATO, all the Central and Eastern Europe, we should remove NATO from that part of our Alliance, introducing some kind of B, or second class membership. We rejected that.
So he went to war to prevent NATO, more NATO, close to his borders. He has got the exact opposite" Jens Stoltenberg said.
Now the ruzzians are claiming that the NATO boss admitted that NATO provoked Putin’s bloody war.
NATO was right not to sign Putin’s trap.
But if NATO hadn't gone eastward, Putin would have gone westward. That’s proven in Ukraine.
