Dual Use

The University of Liège rules and regulations related to the control of dual-use goods, require that research activities carried out within the University cannot not be modified for misuse or malicious intent. It is the responsibility of each University researcher to consider the potential risks associated with the misuse or dual-use of their research. This includes: issues related to research objectives that are generally prohibited: development of weapons of mass destruction (nuclear, chemical,...) development of conventional weapons unintentional indirect contributions of research: to weapons of mass destruction to conventional weapons for prohibited or adverse purposes (human rights violations, terrorism) In some cases, an authorisation (licence) may be required. The application for authorisation must be completed by the researcher, signed by the Rector and submitted to the Licence Department of the Walloon Region by the University's administration. Dual Use Support Unit To support researchers in their discernment process, a “Dual Use” Unit has been set up at ULiège. It is composed of: a leader from the academic body : Pr Quentin MICHEL a member of the academic body : Veronica Vella, Assistant two members of the Legal Affairs Department: Phuong NGO and Cécile Dawans Institutional procedures Requests to obtain a advice or a licence should be submitted by mail to the ULiège Dual Use Unit. Two types of requests may be made: Request for advice when submitting projects for funding Request for advice when transferring goods or knowledge After examining the request, the "Dual Use" Unit will recommend one of three options: A licence application must be submitted A licence application is not required There is uncertainty about the need to apply for a license the request is then referred to the Council for Ethics and Scientific Integrity (C.E.I.S.) for a decision.
