The rsync:// protocol scheme is plaintext, but the rsync command uses ssh by default unless (mis)configured otherwise. Run rsync with `-e ssh` to ensure ssh is used.

The point of allowing this (for now) is so Microsoft can slowly boil the frog. They aren't removing local accounts all at once; they'll let you use workarounds for a time, while you become increasingly dependent on their ecosystem.
