On Friday VIC Health announced the move to "Stage Three" of the "Health Systems Responses". As there were no published details of that framework, this announcement caused some (unecessary) confusion. Eventually some screenshots were shared, that (if accurate) clarified that the trigger was hospitalised cases being over 400 combined with "Severe workforce constraints".
The "Stage Two" level (which Victoria was presumably in for some weeks before Friday) already appeared to include postponing of "elective" procedures: "Public health services prioritisation of elective activity, including deferring of non-urgent activity".
Since Friday, cases in hospital in Victoria have continued growing, and are well on the way to the next column in the matrix at 801, which would presumably then trigger "Stage Four" (unless the "workforce constraints" have reduced this week - seems unlikely).
"Stage Four" is as high as the framework goes, and reportedly includes "leave cancellation", a possible "Code Brown" and postponing of emergency procedures: "Prioritisation and load levelling of emergency surgical categories and services based on capacity."
