Zu 1:

Die Schuldenbremse wurde 2009 in Deutschland eingeführt, um die Staatsverschuldung zu begrenzen und die Finanzstabilität zu gewährleisten. Dies geschah im Kontext der globalen Finanz- und Wirtschaftskrise 2008/2009, die die Notwendigkeit einer nachhaltigen Haushaltspolitik verdeutlichte. Die Einführung erfolgte durch eine Verfassungsänderung, die im Mai 2009 vom Bundestag und im Juni 2009 vom Bundesrat beschlossen wurde. Ziel war es, die Defizitneigung der Politik zu begrenzen und die Tragfähigkeit der Staatsverschuldung sicherzustellen.

Zu 2:

Das Sondervermögen in Deutschland hat eine bedeutende Rolle im Haushaltsrecht und wirft Fragen hinsichtlich seiner Vereinbarkeit mit den verfassungsmäßigen Vorgaben auf.

Verfassungsrechtliche Grundlagen

Das Haushaltsrecht ist im Grundgesetz verankert, insbesondere in Artikel 110, der die Grundlagen für die Aufstellung des Haushaltsplans festlegt. Der Haushaltsplan muss die Einnahmen und Ausgaben des Bundes umfassend darstellen, um eine transparente Kontrolle durch das Parlament zu gewährleisten. Sondervermögen, wie das im Jahr 2022 eingeführte Sondervermögen für die Bundeswehr, werden jedoch durch spezielle Gesetze eingerichtet und können von den üblichen Haushaltsvorschriften abweichen.

Einfluss des Sondervermögens auf das Haushaltsrecht

Beispielsweise wurde ein Sondervermögen in Höhe von 100 Milliarden Euro für die Bundeswehr geschaffen, was die Gesamtverschuldung des Bundes erheblich beeinflusst. Dies könnte die Haushaltsdisziplin und die langfristige Finanzplanung des Staates gefährden.

Fazit

Zusammenfassend lässt sich sagen, dass das Sondervermögen zwar innerhalb der gesetzlichen Rahmenbedingungen des Grundgesetzes operiert, jedoch potenziell die Kontrolle und Transparenz des Haushaltsrechts des Parlaments - insbesondere in dem Umfang, wie demnächst beabsichtigt - untergräbt. Die gegenwärtigen politischen Manöver und taktischen Tricksereien sowie der emotionalisierte öffentliche Diskurs hierzu, verursachen mir sowohl zu Punkt 1, als auch zu Punkt 2 erhebliche Bauchschmerzen.

Just catching up with all the comments from me and @uoou's last video, browser tier list, and I must say that the comments on #PeerTube are infinitely waaaay higher quality and more pleasant, and nicer than on Youtube. Also, I love the fact that we get about the same amount of comments on Peertube as Youtube. I also find it noteworthy than people on the #Fediverse know when we're joking.

I usually turn off Youtube comments, but I thought I'd turn them on for the last video.

The UK Online Safety Act comes into effect today.

Its onerous duties may cause many small sites, blogs and fedi instances to shut down or geoblock UK users when faced with potential fines and penalties.

This won't keep children safe. It'll benefit large platforms like Facebook and X that are laying waste to content moderation.

I realize I'm in a bit of an echo chamber in the #fediverse , and this is already obvious to so very many people here, but I need to say this "out loud" to fix some of my thinking.

Running a business way back when, once upon a time, MIGHT have been about supporting people, a region, and doing good for people, but not anymore.

The ideal 'business' today is one that doesn't have to pay or have any employees at all (I'm thinking that is why the push to AI, which is only good about static things, and wouldn't tell you when to piviot your business to something else).

If indentured servitude or slavery was still legal in North America, you better believe businesses would be doing it, because "We work within the limits of the law". So, definitely NOT a human friendly entity.

Now with that in mind, do you really think a government should be run as a business?

The, perhaps naive, idea is that the government exists to support the people of that region, a thing that business don't.

Businesses in general today exist to exploit people and the resources of the region.

So if you somehow agree that a government should be run as a business.. you might be the monstrous asshole. Just saying.
