By the way, some #NEMA outlets are installed ground-up. Oddly, this is by convention (and at least until some amateur comes along and rewires it) a special signal that the electrician has installed — gasp! — a switch in the wall that controls power to the outlet.
Switched 3-pin ground-up wall sockets in the U.S. where one doesn't have to pull the plug out to cut the power. That will really get @Archie8 going. (-:

The key is in the non-reversibility.
A reversible plug requires a double-pole power switch on the appliance, otherwise one might end up opening the Neutral side of the circuit instead of the Live. Most manufacturers don't go to this expense.
This is why CEE 7/6 is better than CEE 7/4. It's also why 2-pin #NEMA connectors have been polarized since the 1940s.
Don't sell the U.S. short; these NEMAs beat Europlug.

So unless you were to beef up wiring and/or install building-wide UPS, the "real" fix would be to literally swap out the entire electrical system for three-phase 3x 230V ~ 400V, which won't happen...
