Власти США утвердили новые ограничения на экспорт ИИ-чипов.
Американские власти утвердили новые правила экспорта разработанных в США технологий и чипов искусственного интеллекта. По словам министра торговли США Джины Раймондо, правила разработаны для защиты самых передовых американских технологий и гарантии того, что они не попадут в руки противников США.
Напомним, разработанные ограничения делят мир на три зоны по уровню доступности ИИ-технологий. Страны первого уровня сохранят безлимитный доступ к американским технологиям. Этот уровень присвоен самим США и 18 союзникам страны, включая Германию, Нидерланды, Японию, Южную Корею, Тайвань и другие. Для стран второго уровня будут действовать ограничения на общую вычислительную мощность чипов, доступных для импорта. Третья группа стран будет полностью заблокирована от импорта ИИ-технологий.
С момента утверждения начинается 120-дневный период, в течение которого правила могут прокомментировать политики, эксперты и участники рынка, однако, как отмечает CNN, нововведения, вероятнее всего, вступят в силу до окончания этого периода.
Крупные IT-компании Nvidia и Oracle уже раскритиковали новые правила. Как заявил Нед Финкл, вице-президент Nvidia по правительственным вопросам, внедрение ИИ стимулирует рост различных отраслей в стране и за рубежом, а новые ограничения мешают этому внедрению.
«Глобальный прогресс сейчас под угрозой. Администрация Байдена пытается ограничить доступ к основным вычислительным приложениям с помощью своих беспрецедентных и ошибочных правил, которые угрожают подорвать инновации и экономический рост во всём мире. Хотя эти правила и замаскированы под “антикитайскую” меру, они никак не повысят безопасность США», — написал он.
Исполнительный вице-президент Oracle Кен Глюк считает, что правила, «скорее, приведут к крайнему регуляторному перенапряжению, чем будут защищать интересы США и их партнёров и союзников».
Против ограничений высказалась также Ассоциация полупроводниковой промышленности. По мнению её представителей, правила «были разработаны без участия промышленности и могут существенно подорвать лидерство и конкурентоспособность США в области полупроводниковых технологий и передовых систем искусственного интеллекта».
