Record warm Mediterranean, but are the central European floods caused by climate change?

Reporting on this is a bit like:
Drunk guy drives through village at 100 km/h, slams car into building. "Well, it's very hard to ascribe any single incident to the combination of being drunk and driving at double the speed limit, but we can say that if you're driving drunk a lot at those speeds, the chances of hitting a building will increase."

@Sustainable2050 to expand on analogy- after the incident there are two camps discussing how to prevent similar future accidents: one says let's limit the car speed via GPS to the legal limit and create cars that won't start unless the driver is sober; and the second arguing for cars equipped with AI that will predict the accident happening seconds before and brake and steer to avoid the building - which itself should be built to be car accident proof itself in the first place!
