Real question, hoping for real conversation : Does the government of a country have responsibility to stop kidnapping and child trafficking/ child slavery at its borders? If so, how should they go about it?

Background : My concern is that in outrage over images from how the Obama and Trump admins have temporarily separated people at the southern border, which sounds legitimately traumatic, we may be advocating for policies that turn a blind eye to child trafficking....or even formally protect it under law.
