They were not rigging the election; they were fortifying it. And they believe the public needs to understand the system’s fragility in order to ensure that democracy in America endures.

A translation : the system must work how the well funded powerful people (in business and politics) want it all work, so they secretly conspire to change laws and limit what information the public can access to ensure the result they want, and this is called Fortifying The Election. Because democracy is too fragile, it must be manipulated or it may not give the rich and powerful their desired outcome.

I dont think democracy is as fragile as the article tries to make it seem....this is just her talking to a bunch of people patting themselves on the back a bit too much. . .
