Wait, I thought that the Taiwanese government banned the donation of masks to other countries... Anything I am missing?

The ban wasn't specifically about donations but rather to keep for-profit manufacturers from seeking a higher profit from exporting than meeting domestic needs.
The government then contracted with manufacturers to purchase all masks made in Taiwan so they can be centrally distributed using the Chunghua Post.
It seems that now Taiwan is allowing charitable/humanitarian export though.
