@PNS If by "law enforcement" she means local police, then she is correct. They document the crime and arrest the suspect. The job of the prosecutor is to charge the suspect, and if convicted, enforce restitution for economic crimes or remove them society via execution or prison in the case of murder (including murder of babies).
