- Kid does NOT have full admin access locally
- Parent has full admin access locally
- Parent sets an OS setting: Can view adult content; can view teen content
- OS makes 'age' flag available to web pages and apps
- If kid DOES have admin access, that's an internal family issue; not the government's concern.
