mastodon.art has blocked to many instances and fragmented the Fediverse so much that should be avoided especially for brands.

I don't doubt it, but blocking entire other instances because they don't enforce the same rules as you is fragmenting the Fediverse and creating a lot of issues.

And notice that the admin of mastodon.art disagree even with the founder of Mastodon on which instances to block.
