Sigh, such a lazy #UX error message. So many ways this could be made less obscure. To top it off, I tried my personaĺ AND work email address and both were rejected. I don't have another one!
This is for GitLab btw...
My guess is that it requires my organization to be signed up. Fine, but then say that! "We don't recognize your email. You can only sign up if your organization has signed up first (that's why Gmail addresses won't work)" That's a bit wordy (and could be improved of course) but it's a start and talks to the person in a way that helps them understand the problem.

@scottjenson I've signed up for GitLab using an email from a domain that certainly never "signed up" itself. I assume that still works.
