I registered on the waiting list for mozilla.social. I think Mozilla's moderation policy is closer to what I was hoping for. I don't know if it will be possible to operate according to this article, and it will be difficult, though.

Due to the nature of the Fediverse, I think extremely restrictive moderation is difficult, so I'm interested in seeing how they strive to maintain comfort. If they simply continue to block instances that don't fit their own rules, it may not be very innovative and could become boring
