Technically, you are specifying a 48 hour period with date without tz. And a 24 hour period with date with tz. Date plus time specifies a set number of discreet times over a 24 hour range, and date, time and tz gives one specific time. It is pretty odd to have a date alone be too unspecific but date and time be too specific.
