I would say invariably. The virus uses opsonins to invade immune cells that can cross the BBB. Once that happens, there's nothing to stop them from getting across. And that's probably not the only method it uses to circumvent the BBB.
There's nothing surprising about the finding--it just looks that way because great pains have been taken to portray SARS-CoV-2 as a transient respiratory illness rather than the chronic infection that it is.
