First of all, it's tricky to use satellite imagery. As pointed out by Chinese media, there are a lot of things to recognize here:
1) Comparing satellite imagery, while a parking lot is being built (see blue circles below).
2) Big increase at a CHILDREN hospital. #COVID19 related?
