there was a time when I’d despair over something like this, but experience has shown me that a thing not working is always the first step on the way to a working thing. The trick is to keep working on it.

Answer: Yes.

follow-up question: what was the mistake?
answer: in the redesign, I moved the “enable peripherals” pin to GPIO3 instead of GPIO0, since GPIO0 is the ESP32's boot pin. Turns out your firmware doesn't learn from your schematic by osmosis.
