I agree, but they did a very good job using selection criteria that would minimize random coincide.
The phone had to visit a site related to election efforts and then visit multiple dropbox locations in the same day and do the same thing more than once a week.
It's an interesting use of data analytics if nothing else. If you like that sort of thing, it is worth watching regardless of which side of the election integrity debat you sit.

I did not watch the documentary.
Keep in mind that out of a random population doing random things, you will find hundreds or thousands of people that by chance do things that look muley.
Being more stringent with the requirements can help.
