I know that such measures are very unpopular with politicians as they like to be able to conceal their spending decisions as far as possible from the general public but I would suggest that there should be an absolutely ring-fenced fund created specifically to finance the NHS and healthcare in general in the UK and that each person's contribution to that fund should be a percentage of earnings and that it should be listed separately and explicitly on salary advice slips.

I would also suggest that the government should be removed from the decision making process in the NHS as they seem incapable of getting it right no matter how hard they try.

I should probably add to that the percentage levied on earnings should be absolutely without an upper limit and in my view it should be levied on unearned income as well as earned income!
