You may want to tell the new requester who are not journalists that they can still follow accounts on journa.hosts from their _home_ instance, they do not have to necessarily post on journa.host with a journa.host account. After all, #fediverse can be personalised to an extreme level, till the level of hosing one's own server instance of only one person!
Besides, you can only allow so many people on your server (after all, it's _your_ server)
