I agree and disagree.
The goal of these rules aren't solely for influencing the gene pool. In general they were made to maintain societal/tribe cohesion and of course have power over others.
I don't think it's a biased system, because survivalism/Darwinism isn't based on the strongest who survives as most people think, it's actually based on the one who adapt the best, the one who fits the criteria needed to still be alive against the ods.
Thus the selection in a gene-pool isn't a bias by itself it's just negative or positive selection traits.
For example the rules in Iceland to avoid Down syndrome is probably one of the best examples out there about positive gene-pool selection.

Plus all of these weren't made for the sole purpose of just gene selection, but tribe/societal building, negative gene survival is a consequence of these.

Besides the obvious money/monopoly reasons behind this, I agree, but one should also consider that these rules also exist to maintain social/tribe cohesion.

As far as I look the second main reason after bad luck for people's death is because of people infected with passive violence.
Societal behavior is the second main selector after genes. If you have a tribe or the leaders of one that lets you die for any reason while you had no negative traits compared to the ones who survived who had a few negative trait but sucked the ass of the leaders what does it tell you ?
