及至宋代，天子对身为清要官的中书郎也敬而远之，设七品官中书通事舍人，下置主书令史，于天子内殿建立直属政府。据称是在宋孝武帝、明帝时期，这个新政府开始发挥权威作用。《宋书》卷九十四《恩倖传序》载：孝建、泰始，主威独运。
