Do AI systems have politics? Predictive optimisation as a move away from the rule of law, liberalism and democracy

In predictive optimisation systems, machine learning is used to predict future outcomes of interest about individuals, and these predictions are used to make decisions about them. Despite being based on pseudoscience, not working and unfixably harmful, predictive optimisation systems are still used by private companies and by governments. As they are based on the assimilation of people to things, predictive optimisation systems have inherent political properties that cannot be altered by any technical design choice: the initial choice about whether or not to adopt them is therefore decisive, as Langdon Winner wrote about inherently political technologies. The adoption of predictive optimisation systems is incompatible with liberalism and the rule of law because it results in people not being recognised as self-determining subjects, not being equal before the law, not being able to predict which law will be applied to them, all being under surveillance as 'suspects' and being able or unable to exercise their rights in ways that depend not on their status as citizens, but on their contingent economic, social, emotional, health or religious status. Under the rule of law, these systems should simply be banned.

So according to these very (very!) rough estimates, just cancer research and psychology alone add more than a million unreliable articles to the literature every five years or so.

If the scholarly literature really were a sinking boat, fighting papermills would be like trying to empty the boat with a thimble, or plug the smallest hole with a cork.

Infrastructuring Educational Genomics: Associations, Architectures, and Apparatuses - Postdigital Science and Education

Technoscientific transformations in molecular genomics have begun to influence knowledge production in education. Interdisciplinary scientific consortia are seeking to identify ‘genetic influences’ on ‘educationally relevant’ traits, behaviors, and outcomes. This article examines the emerging ‘knowledge infrastructure’ of educational genomics, attending to the assembly and choreography of organizational associations, epistemic architecture, and technoscientific apparatuses implicated in the generation of genomic understandings from masses of bioinformation. As an infrastructure of datafied knowledge production, educational genomics is embedded in data-centered epistemologies and practices which recast educational problems in terms of molecular genetic associations—insights about which are deemed discoverable from digital bioinformation and potentially open to genetically informed interventions in policy and practice. While scientists claim to be ‘opening the black box of the genome’ and its association with educational outcomes, we open the black box of educational genomics itself as a source of emerging scientific authority. Data-intensive educational genomics does not straightforwardly ‘discover’ the biological bases of educationally relevant behaviors and outcomes. Rather, this knowledge infrastructure is also an experimental ‘ontological infrastructure’ supporting particular ways of knowing, understanding, explaining, and intervening in education, and recasting the human subjects of education as being surveyable and predictable through the algorithmic processing of bioinformation.
