Like any other scientific hypothesis, it needs to be formulated at a sufficiently specific level to be tested. I definitely think it can be described in such ways. But it does force neuroscience to be a bit more computational/mathematical than it has been (on average) historically.
There are some examples that already count along what I'm suggesting.
