Stackoverflow moderator redirected me to superuser site. I knew there was a more os centred site! I just couldn't remember the name.
Stack exchange acutally has a bit federated feeling, but more in the sense of one account universally recognised - or supporting federated authentication...ah that means not decentralised. Alright.
