Suppose I liked the feel of the IBM Thinkpad keyboards (T60, …) but not the key layout at the bottom left and I don't want to change the key configuration in software. Is there a laptop for the that can take 16 GB of RAM (or more) and has a screen smaller than 17 inches?
This has been so hard for me to answer by searching the web, I think the answer may just be no. But I don't know.

Clarification .. I'd go search for this laptop, but don't know what this special criterion is.
