It's a category called "drugs and alcohol", so it could be either drugs, alcohol, or both. I don't know about alcohol but drugs have been a grounds for a ban before. I didn't convey that well initially.
Drugs might not mean illegal drugs either. I think controlled substances have been swept up by the definition before.

There is an advisory which says it contains drugs and alcohol. This is often a reason for banning a game. It also says it contains sexual themes.

If you think about it, this is a nasty business practice where someone is unable to pay for the thing, so someone just decides to go off and sell their stuff.
