Umm, no. It’s Binomial(n,4) plus correction terms for degenerate points. So you haven’t read Poonen and Rubinstein’s 1997 paper, or even Wikipedia on the Moser Circle Problem?

Of course n(n-3)/2 is the number of chords of a regular n-gon, so it’s not *completely irrelevant* to the question.
