The numbers tell that between before the temporary assault weapons ban and after, mass shootings increased by only 5.4%,
i.e., stayed roughly the same.

I PRETEND that the numbers tell the whole story,
so I'm only taking the two numbers from the original post, and wonder if the numbers mean a drop TO 43% (factor 0.43) or a drop BY 43% (factor 0.56)
followed by an increase TO 245% (factor 2.45) or BY 245% (factor 3.45).
In case of TO, there's a net increase by 5%,
in case of BY, the mass shootings double.

But even if it's a drop to 57% of the original amount X and then goes to 245% of that new amount, wouldn't it be
((.57X)*2.45) = 1.4X? So a 40% increase of the original amount?
