Forcing people to change passwords in most cases just causes people to scribble it down and keep it in the top drawer where it's easy to find. And it could only EVER help in a rare case where someone has cracked your password but just hasn't gotten around to stealing all you stuff and changing the password to something else. It was ALWAYS a plain stupid policy.
