Not necessarily Japanese, sorry. What it is, is a vintage design can opener that existed before Swingline came up with the two-wheeler. And still very much American.

Someone that young can't be expected to have seen it before, of course--even old stuff is new to youngsters who haven't ever seen stuff before. It's actually old.
