Does anyone else actually get happy when corps/govs get ransomewared? I've been in so many situations where someone has said "security is not a priority". I've heard others say the same. Most of the time compromised systems are an externality that affects users more than the company, it's a PR issue.

Uhm, actually sweetie, security is always a priority and I hope you test your backups :^)

Many organizations have insurance for such events. At a large scale, it becomes a balancing act between risk of event, cost of event, cost of insurance, projected downtime, etc. Despite what it seems, CTOs generally do have this calculated in the application of their policies.
