Covid cases are more expensive than a normal cold. They require a lot of personal safety equipment, special protocols, and more people. I do agree that there's a potential for exploitation here though and should be monitored.
Herd immunity would be ideal, but that would require a majority of the virus be exposed to it. We saw in Italy and China that if too many people get exposed too quickly, hospitals become overrun and people panic.
Also, other coronaviruses change very rapidly, so there's a chance that it could change too quick for herd immunity to fully get rid of it, just as the flu never fully goes away. The good news is that with every successive generation, the mortality rates of COVID will go down.
