@DeanObeidallah that hasn't happened yet, and if it does, won't shield the murderer from federal charges. Texas is a state that tried to violate a SCOTUS ruling that requires government to be able to issue pardons. To do this in Texas, all pardons must be recommended by a pardon commission, that never actually meets. So the governor may never actually have a pardon to sign. Abbot may be able to force the commission to meet though... I'm not sure.
