@pontulo @w7voa "Prime" doesn't necessarily refer to "sexual prime". It can also refer to "intellectual prime" or "physical prime" or even "emotional prime".
In this case, context tells us he was probably talking about "intellectual prime", especially as Haley has been arguing in favor of competency tests for older politicians.
