I am not familiar with US legislation rules, but I doubt that this is more than a symbolic move.

Does it ever has a chance to become part of the constitution? Does it not require 2/3 majority to change the constitution?

@bodomenke It requires 3/4 of the *states* to ratify, after Congress passes it. So, yes, it's a very high bar and it's not gonna happen any time soon.
