公開了衛星情報可能讓之後的情蒐更棘手，不公開又會輸了眼下的認知戰。所謂「道高一尺魔高一丈」的進化競爭陷阱，在資訊戰時代根本是以小時計的恐怖速度，情報機關大概也很討厭吧。
"美國「政客」（Politico）網站26日報導，9位美軍區域作戰司令去年簽署一份備忘錄，呼籲情報機關提供軍方更多他們能夠公開的證據，來對抗「有害行徑」，幫助美國和盟友更能在現在所謂的「灰色地帶」之戰中不戰而勝，「在這場持續中的敘事戰爭中提供彈藥」。
這份備忘錄由當時即將卸任的美軍印太司令部司令戴維森（Phil Davidson）發起，包括歐洲、非洲、拉丁美洲等區域，以及特種作戰、太空司令部領導人響應，致函給當時的代理國家情報首長馬奎爾（Joseph Maguire），震撼五角大廈、情報圈和國會。由於這9名將領的官階，這份備忘錄又被稱為「36星備忘錄」。
報導引述多名熟悉此事的政府官員說法，美軍11位作戰司令中就有9位簽署，且其中8人都是現役，幾乎是前所未聞，此事突顯軍方最高將領不尋常的警惕程度。美軍只剩中央司令部、網戰司令部司令並未連署。"
"調查是由美聯社與英國牛津大學（Oxford University）「牛津網路研究所」（Oxford Internet Institute）歷時7個月作成。
研究者表示，自去年6月起至今年1月止，中國189名外交官獲得的轉推次數，逾1成是來自3月1日前已被推特（Twitter）停權的帳號。推特平台規定禁止人為操縱。"
