The Prosecutor General of Ukraine, Andriy Kostin, has explained the significance of the International Criminal Court's issuance of an arrest warrant for Vladimir Putin. Kostin stated that this means that Putin must be arrested and brought to court outside of Russia, and that world leaders will think twice before engaging with him. He also noted that this is a historic decision for Ukraine and the entire system of international law.
