Ukraine has returned to Russia all prisoners of war who were seriously injured and able to be transported since the start of the full-scale war, according to the Coordination Headquarters for the Treatment of Prisoners of War. This is not an exchange, but a repatriation - the unconditional return of those who were seriously wounded, as required by international humanitarian law.
