SHOULD UKRAINE HOLD AN ELECTION NEXT YEAR?

Presidential and parliamentary elections are scheduled technically for next year. However the Ukrainian Constitution allows them to be suspended in wartime and grants the president wide ranging powers. Parliament basically stays fixed in place.
There are a number of different approaches and examples to this.
The US held an election as mandated in 1944.
Britain on the other hand didn’t have an election from 1936 until 1945. As soon as Germany was defeated the country went to the polls. However the British have a lot of flexibility over elections and have just changed the rules again. The Prime Minister had the right to call an election at any time - and only the Prime Minister - inside the dates of the maximum length of a parliament. This has been five years for decades. But that five years starts on the date of the most recent election.  As five years runs out  in December 2024 the U.K. could have an election any time between now and then.
Ukraine however has a problem that can’t easily be overlooked. Since it’s last election 20% of its land is under occupation. Around 20% of its population is abroad as refugees. Organising such a huge electoral challenge for them alone is a big enough task. Expecting several million displaced, forced evacuees in Russia, and those in occupied Ukraine not to take part is a bit much. It’s almost a de facto recognition that they’re gone for good, and that’s not acceptable.
There is also the issue of accurate electoral rolls, registering people to vote and the process itself when Russian vindictiveness is almost certain to target voting sites.
Yet, and this is the reason this may matter, Republican Senators in the US who support Ukraine in principle, are considering the election as an essential pre-requisite for further aid.
So what do you think? Should Ukraine hold its elections regardless of the situation outlined above, or wait, as it’s constitution empowers it to do, until the war is over? Or at least the fighting is.
