According to Sergey Sigunov, the "chief of the Sevastopol police department," the attacker is a member of the "SVO" and was in the city on vacation. 'The material has been collected and sent to the military investigative committee because they were in the SVO zone, they came here for vacation,' local media quote him as saying.
