@admitsWrongIfProven it depends, probably. existence of category itself is the product of authoritarians, same way as crime. Not everything classified as a crime is sustainable. But putting them, or people who does those things, in the same box as the rest of what goes for a crime is a political decision. That is to say, they make them interrelated by force. Same for drugs. Heroin probably is not revolutionary. But war on heroin, for this reason, is counterrevolutionary.
Not even getting into "good" drugs or if there are any such things. Putting weed and heroin into same category is obviously policing people.
