The man whose father was the first CIA president and that had no meaningful policy differences with the previous "break as many teeth as possible while cramming NAFTA down their throats" administration didn't pass the USAPATRIOT Act because he was unwilling to view the world as material: it's just the shit that Clinton didn't have the political capital to pass after the Clipper Chip failed. The point was the surveillance: 9/11 provided an excuse, not an impetus.

That it was exploited for political ends is essentially uncontestable; conflating the exploitation of it with the possibility that it was allowed to happen makes it completely goddamn impossible to talk about its exploitation, because people start arguing whether it was allowed to happen or not.

One thing to keep in mind: lots of stuff gets reported to the law enforcers all the time, and they have to decide what to act on, and sometimes they guess wrong.

Also prevailing theory at the time was based upon a hijacker model, not a hijack planes to fly them into buildings model, so they rejected anything that did not fit that thesis.
@amerika @TheMadPirate That makes sense. The issue of whether it was allowed isn't that interesting, I think, but that is an interesting observation.
Per my memory, it wasn't so much a standing ovation as it was a sigh and grumble because everyone knew that they were going to do it and there was no way to stop them.
