It's nice to think about, but I don't think it's ever going to be a thing. First, css isn't practically separable from html, so it'll have to be and htmlcss dev, but more importantly we will need to change our engineering practices in a way that stops treating css as damage that needs to be routed around. We can't really live in a world where css engineers exist and tailwind.css is treated like a serious professional product at the same time.
