The question is, "Are they have enouph mental power to follow the thoughts after they understand that its an optimal decition" Something similar you can see when someone have enougph arguments for option A, but he chooses option B, only to stay opposit.

True. Both thought and instinct (much of which is socially learned, or substitute instinct) feed into this decision.
There is also (a) degree of experience and (b) position on the Bell Curve. Some know less than others.
