When a doctor writes an electronic script, it goes to Surescripts LLC before it arrives at the pharmacy.

The DEA tried to make Surescripts irrelevant in 2010 with standards that would allow MDs to send scripts directly to pharmacies. But that failed.
The FTC tried to sue Surescripts a couple years ago but that failed.

Surescripts has everyone's Rx history and answers to no one.
